WATER LEVELS MAY FLUCTUATE RAPIDLY DUE TO RIVER ICE ACTION. FLOOD WATERS MAY RISE RAPIDLY AND WITH LITTLE OR NO WARNING...RESULTING IN FLASH FLOODING.PRECAUTIONARY/PREPAREDNESS ACTIONS...
